Our Continuum of Care

Ranita's

A Continuum of Care for Justice-Involved Youth & Young Adults (Ages 14–24)

Ranita’s operates a three-tier continuum of care, moving youth from supervised housing toward full independence — at their own pace, based on their own readiness.

Tier 1 begins at our main location, a supervised property in Milwaukee. Tier 2 and Tier 3 take place in offsite apartments owned or leased by Ranita’s, giving youth the chance to practice real independence in real-world settings while support stays close by.

There’s no set timeline for how long someone stays at any tier. Progress is about quality, not speed — every young person moves forward when they’re ready, not on a clock.

Tier 1

Assisted Living

“I’m learning the basics with staff support.”

Tier 1 is Learning Mode. Youth live at our main location with awake staff onsite 24/7, learning routines, expectations, and the fundamentals of independent living through hands-on support.

This is home base: private bedrooms, shared living spaces, and daily support while youth work through the early stages of the Life Skills Program. As youth demonstrate consistency by following expectations, practicing daily living skills, and communicating respectfully, they begin preparing for the transition to Tier 2.

Tier 2

Transitional Living

“I can do more on my own, but staff still support me.”

Tier 2 is Practice Mode. Youth move into offsite apartments owned or leased by Ranita’s, where they take greater responsibility for their daily routines while staff remain available 24/7, both in person and by phone.

This is where youth put independent living skills into practice: staying engaged in school or work, managing routines and finances, and making safe, responsible choices in the community. These experiences help build the habits and confidence needed for success in Tier 3.

Tier 3

Independent Living

“I can live mostly on my own with a safety net.”

Tier 3 is Independent Mode. Youth live in their own apartment, managing their schedules, household responsibilities, and finances, with staff available by phone rather than providing day-to-day supervision.

Tier 3 is generally available to youth age 17 and older who have completed the Life Skills Program (or an approved alternative). Youth must also be employed, enrolled in school, or actively following an approved plan. Admission to Tier 3 requires agreement from both Ranita’s and the youth’s referral agent that the youth is ready for this level of independence.
